I can't locate the Mail icon in the control panel for Vista 64 bit

You must choose "View 32-bit Control Panel Items" in the Classic View, or "View 32-bit Control Panel Items" under Additional Options under Control Panel Home to access the Mail Icon to manage email accounts or email data files.
